Elizabeth Abraham proudly serves as the City Council representative for Place 1 and Mayor Pro Tem. She is excited to announce her re-election bid for Place 1 in 2025. Elizabeth is committed to serving our community with integrity, dedication, and a focus on making Murphy an even better place to call home.
Elizabeth played a key role in voicing the concerns of many residents who opposed the proposed wastewater treatment plant (WWTP) in the Parker ETJ, north of Murphy's city limits. She raised awareness about the significant negative impact this project would have on the city, especially on Maxwell Creek. Working diligently in this fight, she was recognized as an affected party by the Texas Commission on Environmental Quality (TCEQ), which oversaw the developer's wastewater treatment application, and was deposed during the proceedings to defend the position of why the WWTP would be harmful to the residents and to the natural environment.
Both individually and in her capacity as a city council member, she effectively advocated against the proposed plant. Thanks to the efforts of Elizabeth, along with the cities of Murphy, Parker, and their successful protests, the developer ultimately agreed to reduce the planned development density from over 600 homes to around 200. Additionally, the developer will now seek sewer services from either Murphy or Parker and has agreed to allow Parker to provide water all at the developer's own expense, effectively eliminating the need for the wastewater treatment plant. This outcome ensures the protection of the quality of life for many Murphy residents.
H-E-B and Torchy's Tacos are two examples of businesses we are bringing to Murphy.
Murphy has been consistently voted as one of the best places to raise a family in the US (#5 by GoBankingRates.com) and one of the safest cities in Texas (#13 by Safewise).
With more people choosing to call Murphy home, the average property value has risen over 58% from $392,592 in 2019 when Elizabeth was first elected to $620,000 in 2024—a positive trend, as a primary residence is the largest asset for most families.
Murphy city taxes account for less than a quarter of our residents' overall property tax bill with school district, Collin County, and Collin College making up the bulk. However with greater home values, overall property tax bills are also higher so we have tried to do our part to help our residents by reducing the Murphy city property tax rate by 26.7% from $0.495000 in 2019 when Elizabeth was first elected to $0.362533 per $100 in value in 2024.
While Murphy has experienced rapid growth at an unprecedented pace, it is essential for the city to maintain a balance between preserving its “small-town” charm and advancing both business and residential development in the short and long term. Specifically, the city needs to focus on attracting and offering incentives for a diverse range of new businesses, finding replacements for those that exit, and determining the best use for
remaining public land. With the current low housing inventory, Murphy has approved several new residential neighborhoods, providing future homeowners the opportunity to settle in one of the most family-friendly cities in the metroplex. After patiently waiting for years, Elizabeth is especially proud to share that H-E-B has broken ground on a new store, which is set to open in Spring 2026. Additionally, we look forward to welcoming another exciting new business—Torchy’s Tacos—which has generated a lot of anticipation.
Elizabeth Abraham is committed to ensuring that Murphy maintains its strong record of fiscal responsibility while remaining an affordable place to call home. She supported reducing the property tax rate to its lowest level since 2019 and has been actively evaluating the possibility of implementing a senior homestead exemption. As Mayor Pro Tem, Elizabeth advocates for making strategic investments that benefit the
entire community. She has worked to foster a spirit of collaboration between city staff and fellow council members, leading to the passage of a responsible city budget that keeps Murphy on a steady path of growth and progress.
The Zip Code Bill, H.R. 8753, was recently passed in the U.S. House of Representatives. This bill benefits communities across the country by requiring the U.S. Postal Service to formally designate unique zip codes for 51 specific cities and towns, including Murphy. Elizabeth is hopeful that with Murphy receiving its own zip code, instead of sharing one with Plano and Parker, misdirected sales tax revenue will be properly allocated to Murphy in the future. This change will be a win-win for our city!
Mayor Pro Tem Abraham is a strong advocate for continuing Murphy's commitment to maintaining the infrastructure that keeps our community connected. As our sidewalks age and deteriorate, they pose safety risks to pedestrians. To address this, the City of Murphy launched the Sidewalk Replacement Program, which focuses on eliminating hazardous sections. Since 2020, funding for this program has been supported by our Sales Use Tax. The program has proven successful, and the council has increased its funding to further support this essential initiative, benefiting both residents and the city as a whole. Another key program that Elizabeth champions is the Street Panel Replacement Program. In partnership with contractors, the city identifies and replaces segments of street panels, a process that helps extend the lifespan of the streets by reconstructing portions of the roadbed in a cost-effective way. This approach ensures a more efficient use of tax dollars, preventing costly street issues in the future. Elizabeth has also proposed exploring alternative, less expensive options that other sister cities are using, in place of traditional street panel replacement.
Elizabeth Abraham recognizes that traffic concerns were a top issue in a recent resident survey. To address these concerns, several measures have already been implemented, such as the addition of hooded left-turn lanes on North Murphy Road, just north of the FM-544 intersection, which provide a safer way for drivers to enter and exit the Lowe’s and Walmart shopping centers. Additionally, a second entrance/exit to the Walmart shopping center (near the railroad tracks) was added. As the city continues to grow, increased traffic has become a challenge, particularly on FM-544, during peak hours, and on smaller roads that aren’t equipped to handle new development. Elizabeth is advocating for solutions, including improved traffic signal management on FM-544 (TXDOT controlled), expanding key roadways like McMillen, and investing in alternative transportation options, such as ridesharing. Effective planning for future development, especially with the addition of H-E-B at McCreary Rd. and FM-544, is also a top priority for Mayor Pro-Tem Abraham.
As Mayor Pro Tem, Elizabeth Abraham is a strong advocate for making public safety a top priority. Through valuable neighborhood partnerships and retaining the best first responders, we have successfully lowered crime rates and directed resources where they are needed most to address public concerns. Elizabeth has consistently supported high-quality training, competitive compensation, and comprehensive benefits for our police, fire departments, and 911 call operators. She has also supported the Vehicle Equipment Replacement Fund (VERF) in the most recent budget, enabling the timely replacement of aging vehicles and equipment. This ensures that our city staff have the necessary resources to perform their duties effectively while ensuring taxpayer dollars are spent wisely.
Elizabeth Abraham is a strong advocate for preserving Murphy's valuable green spaces, which enhance walkability and improve the overall quality of life for residents. A few years ago, the city initiated the Sidewalk & Trail Connectivity Prioritization Project to address the remaining connectivity gaps that were not approved in the 2017 bond. While many of the smaller sidewalk connection projects have been completed, the design and bidding process for the major pedestrian bridge and trail connections are still in progress. In addition to iconic events like Maize Days and Christmas in the Park, Elizabeth has been an active voice on the council, advocating for new, family-friendly events that cater to the diverse needs of Murphy's residents. These events include Food Truck Fridays and the Murphy Backyard BBQ, which have quickly become popular additions to the community’s event calendar.
Citizen engagement is essential for making informed decisions that benefit our community. As Mayor Pro Tem, Elizabeth Abraham has consistently worked to increase public participation and make sure her constituents are aware of the opportunities to get involved. She supported the creation of the new Youth Advisory Committee, which gives 9th through 12th graders a voice in Parks and Recreation recommendations, including city park amenities, events, and recreational programs. Elizabeth is also passionate about educating the next generation on local government. She actively engages with third grade students, Girl Scout troops, and young men's service organizations, teaching them about the workings of local government. She even worked with a Girl Scout troop to help them earn their Silver Award by proposing a safe crosswalk at the Betsy/Oriole intersection. Additionally, Elizabeth has hosted mock council meetings for students to give them a hands-on understanding of how local government functions. Looking ahead, Elizabeth is excited to offer more engagement opportunities, including Open Government Days for middle school students, ensuring that the next generation remains connected and informed about the decision-making process in our city.
